HR Bureau partners with growing organizations to strengthen their people, processes, and systems. We provide executive-level HR guidance, project-based support, and reliable day-to-day expertise—delivering practical, customized solutions that reduce risk, improve efficiency, and position your organization for long-term success.
Founded by Brooklyn Stanfill, HR Bureau was created to fill a critical gap. While large corporations have access to senior-level HR strategy and infrastructure, many small and mid-sized businesses are left navigating complex employee challenges, compliance risks, and growth decisions on their own. HR Bureau brings corporate-level expertise to organizations that need strategic support without the cost of a full-time HR executive.
The name Bureau is more than a business title—it’s personal. Bureau is Brooklyn’s maiden name, and in French it means a desk or armoire. HR Bureau was built to be a trusted place leaders can come for guidance, clarity, and proactive solutions—from the desk of HR.

Brooklyn Stanfill is a nationally recognized HR strategist, business advisor, and the visionary behind HR Bureau— a modern HR consultancy redefining how small to mid-sized companies approach systems, processes, and people.
Raised in Marshall, Michigan, Brooklyn's roots in community and service began early, shaped by a family deeply committed to education. Her entrepreneurial spirit took hold in high school, where she supported local businesses with everything from scheduling and bookkeeping to inventory and tax-prep; igniting her lifelong passion for helping people, solving problems, and building stronger workplaces.
With over two decades of experience in Mergers & Acquisitions, project management, corporate system deployments, and Human Resources; Brooklyn brings a rare blend of employment law expertise, operational strategy, and people-first leadership to every client engagement. She's lead ERP system implementations, HCM and HRIS deployments, built HR departments from the ground up, and advised over 100 companies across industries.
As the founder of HR Bureau, she partners directly with CEO's, founders, and executive teams as their first line of defense in employee relations, conflict resolution, and compliance. Through her signature "First Response" HR model, Brooklyn helps business leaders avoid costly mistakes and build custom, scalable HR systems that fuel sustainable growth.
Based in Kalamazoo for over 26 years, Brooklyn lives with her husband and is part of a proud first responder family. She continues to serve clients across the state of Michigan and throughout neighboring tri-state regions in the Midwest, staying true to her mission to be a "mustard seed," and a catalyst for lasting impact and growth.
Shannon Foster serves as Vice President of Talent Acquisition at HR Bureau, where she leads the development and delivery of the firm’s Talent Acquisition Consulting practice. With more than 20 years of experience in recruiting and talent strategy, Shannon partners with small to mid-sized organizations to design, strengthen, and scale hiring functions that support long-term business growth.
Shannon specializes in building practical, sustainable talent acquisition frameworks that go beyond transactional recruiting. Her approach focuses on aligning hiring strategies with business objectives, improving recruitment processes, enhancing the candidate experience, and equipping leaders with the tools and structure needed to attract and retain the right talent.
At HR Bureau, Shannon is responsible for creating modern, strategic hiring solutions for organizations that need expert guidance but do not require a full in-house talent acquisition team. She works closely with business leaders to develop scalable recruiting models, workforce planning strategies, and operational efficiencies that drive measurable results.
Known for her collaborative leadership style and client-first mindset, Shannon is passionate about helping organizations build strong teams while creating meaningful opportunities for candidates. She brings a strategic perspective, operational discipline, and a commitment to building hiring practices that are aligned, effective, and built for the future.
